In 2025, Reza Pahlavi introduced the “Emergency Phase” plan — a roadmap for the first 100 to 180 days after regime change.
The plan establishes three transitional institutions — government, council, and judiciary — but places them under a single authority: the “Leadership of the National Uprising.”
That role is assigned to Reza Pahlavi, who would appoint and remove the leaders of all three bodies.
Critics argue that this creates a concentration of authority resembling the Islamic Republic’s Supreme Leader system — and potentially exceeding the Shah’s own constitutional powers.
His proposed power structure deserves closer examination.
